Where did
we begin?
The city's strategic plan was built around a single future. Demographic, climate and technology uncertainties had no place inside it.
Driver analysis and stakeholder interviews identified the axes of uncertainty and four scenarios were built. Early warning indicators were defined for each.
What did we make?
A scenario set, an indicator panel, an internal readiness plan and stakeholder workshops were produced. Scenarios were visualised so decision-makers could experience them.
What changed?
The strategic plan moved from a single-scenario structure to a conditional readiness plan, and stakeholder meetings developed a shared language about the future.
